NATO Organizational and Strategic Adaptation after the Cold War

NATO adapted a great deal after the Cold War. The main strategic adaptations were in the new Strategic Concept and its implementation in Bosnia. The main organizational adaptations were a revising of the integrated military structure, establishment of partnerships, “interlocking institutions,” and, ultimately, enlargement. Institutional mechanisms of agenda-setting and co-opting seemed to be the most important in this case. Institutional actors were key actors in adaptation. Overall, NATO adaptations offered something to all four main challenges inherent in the critical juncture, namely the German question, instability in Eastern Europe, dealing with Russia, and the existential question of roles and purposes.
